Perspectives Southeastern Europe #10: Green transition and social (in)justice

Magazine

The analytical commentaries of this issue discuss the prospects for a just green transition in the Western Balkan countries and their particular contexts of structural injustices in the societies and transition legacies. The fundamental economic and technological changes for a decarbonisation of the widely coal dependent economies in the region need to be accompanied not only by another attitude to nature and biodiversity but also by a new set of social relationships and innovations in governance and civic participation.

Ukraine and the European Green Deal

E-Paper

To make Europe a climate-neutral continent by 2050, the European Union needs to work closely with its neighbours, including those in the Eastern Partnership. Ukraine was among the first EU neighbours to announce their readiness to contribute to the European Green Deal.

The Elephant in the Room - Environmental Racism in Germany

E-Paper

The term "environmental racism" emerged in the 1980s in the USA and articulates the racist effects of unequal distribution of environmental goods and risks. In light of the climate crisis, a new generation of people experiencing racism is asking whether and how climate change impacts reinforce the efficacy of environmental racism.

In the wake of the coup: how Myanmar youth arose to fight for the nation

E-paper

The Myanmar military coup, on 1 February 2021, devastated the country and the youth have played a leading role in protesting and resisting the military dictatorship. This paper explores Myanmar youth’s motivations for their resistance to the 1 February coup, their imaginations of post-revolution society, and their goals. The paper also attempts to evaluate the many challenges that youth activists are facing in post-coup Myanmar - a state that has again become severely repressive. Based on 34 individual interviews with youth activists involved in the peaceful anti-coup resistance movement in Myanmar, this paper asks: What are the conceptualisations, motivations and expectations held by youth activists participating in the peaceful 2021 anti-coup movement, and what challenges do they face?

Cover Practicing Feminism

Practicing Feminist Foreign Policy in the Everyday: A Toolkit

Explainer

Feminist foreign policy is emerging as a new paradigm in international relations. The concept raises expectations of a more peaceful and just foreign policy, but its theoretical dimension and practical implementation are often not clearly defined. This toolkit tries to close this gap and clarify key terms of feminist foreign policy, as well as outline the practical application of the feminist approach to international diplomacy, to security, environmental, development, trade and migration policy.

Debt Relief by Private Creditors: Lessons from the Brady Plan

Debt Relief for Green and Inclusive Recovery Project

This paper reviews the main features of and experiences with the Brady Plan, which in 1989 laid the foundation for the restructuring of the sovereign debt of mainly Latin American countries. It argues that the combination of credit enhancement for restructured debt, moral suasion, and tax as well as regulatory relief to encourage private creditors to participate in debt restructurings may provide a template for addressing today's sovereign debt problems.

For this edition of Perspectives, the Heinrich Böll Foundation offered Africa-based thinkers and commentators an opportunity to critically reflect on what a “transition towards sustainability” means or should mean for the region. The articles gathered here go beyond ideological debates to also provide some case studies where green-economy principles have been applied.

For this edition of Perspectives the Heinrich Böll Foundation asked a number of African intellectuals, writers and analysts to provide their take on Africa’s relationship with Europe. Perspectives 1/2016: Rights and Resources

Perspectivas Lateinamerika

Perspectivas Lateinamerika: Kommen, Gehen, Bleiben, Weiterziehen

Anti-Gender Movements on the Rise?

The concept of "gender backlash" encompasses too activities pursued by a multitude of different local initiatives all over Central and Eastern Europe, which strongly promote tradition over equality. In many cases these groups appear to be backed and inspired both by influential US-American “pro life” organisations as well as the Kremlin’s "Gay-rope" propaganda, which aims to discredit the European Union as a place of moral decline.
